GoldBod CEO Sammy Gyamfi Confirms L.I. 2462 Allowing Mining in Forest Reserves Will Be Revoked

ACCRA – April 23, 2025 — The Chief Executive Officer of the Ghana Gold Board (GoldBod), Sammy Gyamfi, has announced that Legislative Instrument (L.I) 2462, which currently permits mining in Ghana’s forest reserves, will be revoked once Parliament reconvenes from recess.
Speaking on Channel One TV’s The Point of View, Gyamfi affirmed the Mahama administration’s unwavering resolve to end illegal mining, popularly known as galamsey, and protect the nation’s natural environment.
He explained that the delay in revoking the controversial instrument stems from ongoing legal debates about whether the law should be amended or repealed entirely. However, he assured the public that the revocation process is already in motion.
“L.I 2462 will be revoked by the NDC/Mahama government immediately Parliament resumes,” Gyamfi said.
He noted that the Attorney General, Dr. Dominic Ayine, has confirmed that a bill to revoke the law is ready and will be laid before Parliament at the next sitting.
Gyamfi elaborated on the legal complexities that initially held up the process. One school of thought recommended amending the L.I. to address only the presidential discretion allowing mining in protected forest areas. Others argued for a total repeal of the law, even if it meant creating a temporary legal vacuum.
“But the L.I 2462 is poisonous. It should go in its entirety,” Gyamfi declared. “Those who made that argument have won. We are a listening government.”
The announcement marks a significant policy shift in Ghana’s battle against environmental degradation, signaling the Mahama administration’s determination to align mining practices with sustainable environmental management.
Observers say the revocation of L.I. 2462 could serve as a landmark decision in Ghana’s broader efforts to curb illegal mining and restore the country’s forest cover.
