CHRAJ Deploys Observers Nationwide for December 7 Elections

The Commission on Human Rights and Administrative Justice (CHRAJ), led by Dr. Joseph Whittal, has dispatched 300 observers across the country to monitor the December 7 elections. These observers will focus on various electoral issues, including the right to vote, violence, provisions for vulnerable groups (such as pregnant women, the elderly, and persons with disabilities), and the conduct of security personnel.

The observers, stationed at polling centers near CHRAJ offices, will gather information for a special report with recommendations to be presented to Parliament.

Concerns Over Special Voting Practices

Dr. Whittal highlighted the need for a possible review of CHRAJ’s decision to exclude special voting from its observations, referencing a viral video showing security officers receiving food while in a voting queue. He criticized the act as compromising the integrity of law enforcement, emphasizing the importance of impartiality and vigilance in election security.

Focus on Disability Rights

In line with the International Day of Persons with Disabilities (PWD), Dr. Whittal urged the government to strengthen measures ensuring the rights of persons with disabilities (PWDs). While acknowledging existing policies, he called for reforms to the Persons with Disabilities Act 2006 (Act 715) to align with international standards under the UN Convention on the Rights of Persons with Disabilities (UN CRPD).

Additionally, CHRAJ recommended ratifying the Protocol to the African Charter on Human and Peoples’ Rights on PWDs and resourcing mental health monitoring systems to safeguard the rights of individuals in psychiatric hospitals and traditional healing centers.

Dr. Whittal’s remarks underscored the dual focus on electoral integrity and inclusivity, reinforcing CHRAJ’s commitment to fair elections and the protection of vulnerable populations.
