Ghana’s Road Sector Burdened with GHS105 Billion in Unfulfilled Commitments — Construction Chamber

ACCRA, April 21, 2025 — The Ghana Chamber of Construction Industry has confirmed that the New Patriotic Party (NPP) administration left behind financial commitments totalling GHS105 billion in the road and infrastructure sector, according to its Chief Executive Officer, Emmanuel Cherry.

In an interview on Channel One Newsroom on Sunday, April 20, Cherry disclosed that the figure represents a massive backlog of contracts awarded for roads, bridges, and overhead infrastructure—many of which remain incomplete or unstarted.

These are commitments made on paper and projects awarded, but not all were funded or executed,” Cherry said, referencing disclosures made during the ministerial vetting of the new Minister for Roads and Highways, who had initially pegged liabilities at GHS100 billion, with available funds ranging between GHS20 billion and GHS25 billion.

However, the release of the 2025 national budget has clarified the full extent of the liabilities—now at GHS105 billion, Cherry confirmed.

He stressed the urgency of government intervention to protect contractors and sustain jobs in the sector. Of the total commitments, GHS21 billion worth of projects have already been executed, and Cherry insists these contractors must be paid without delay.

Government now needs to cough up GHS21 billion for contractors so they can continue their work and stay in business,” he emphasized, warning that without immediate financial support, many contractors could become insolvent, further delaying critical infrastructure projects nationwide.

The Chamber is calling on the government to prioritise disbursements, especially for completed projects, and to reassess ongoing contractual obligations to avoid deepening the sector’s financial distress.
