Sam George Demands Starlink Establish Local Office in Ghana

📍 Accra, Ghana – April 11, 2025 — The Minister for Communication, Digital Technology and Innovation, Samuel Nartey George, has issued a strong directive to Starlink, the satellite internet service operated by Elon Musk’s SpaceX, to establish a physical office in Accra if it wants to continue operating in Ghana.
In an interview with TV3, Sam George expressed concern that despite Starlink receiving regulatory approval in August 2024, it still lacks a physical presence in the country.
“You can’t operate in our country and not have a presence here,” he said. “I’ve asked the regulator to inform the company that they need to open an office in Accra.”
Concerns Over Accountability and Consumer Protection
Mr. George emphasized that the absence of a local office undermines regulatory oversight and could delay responses to consumer issues.
“Today, if there’s a problem involving a client of Starlink and the regulator needs to speak with Starlink, we need to send an email to someone sitting somewhere in the US, and it will take them two to three weeks to come down. What kind of regulation is that?” he queried.
He further criticized the National Communications Authority (NCA) for failing to make a local presence a mandatory requirement when granting Starlink its license.
Call for Timely Accessibility
According to Sam George, quick access to company executives is critical for maintaining a healthy digital ecosystem.
“When I need to meet the CEO of any MNO [Mobile Network Operator], I can call, and in an hour, he’s sitting in my office or at the regulator’s office. That’s the kind of accessibility needed to protect the Ghanaian people.”
Starlink’s Promise and Reach
Starlink, launched in Ghana through SpaceX Starlink GH LTD, has introduced high-speed satellite internet powered by a constellation of over 5,800 low-Earth orbit satellites. The technology is already providing speeds above 100 Mbps in several underserved areas and holds the promise of transforming internet access in remote rural communities.

As the debate continues, the Ministry has made clear that Starlink’s future in Ghana hinges on local accountability. It remains to be seen how Starlink will respond to the government’s demands.
